  • Abstract en In assessing whether ODA has contributed to the promotion of gender equality and women’s empowerment, reference is made to the recent increasing trend of aid fl ows and aid allocations for gender equality. Some issues on tracking aid fl ows and evaluating aid activities need to be recognized, however. Others look into institutional arrangements in and analyze gender policy documents of development cooperation agencies to assess progress in gender mainstreaming. Two other dimensions are necessary to complete a feminist analysis. One is the macroeconomics framework used to guide aid allocations, such as the PRSP. Another is the eff ect of aid fl ows on macroeconomic aggregates. Concerns over macroeconomic stability can trump ODA’s potential contributions.
