  • Abstract [Synopsis]Recently, there is a constant flow of urban residents(referred to as ‘I-turners') into Japanese villages, who are often expected to bring about creative solutions for intractable rural problems. At the same time, these I-turn migrants may have to bear a variety of inconveniences inherent in rural life since they have been accustomed to convenient urban lifestyle. A survey was conducted in order to ascertain from the I-turners themselves what they perceive as inconveniences living in the rural communities of Japan. The study revealed that these I-turners are confronted with a number of social and cultural challenges in the rural communities such as unfamiliar rural customs and social obligations, along with conservative village elders, who are often uncooperative in implementing innovative programs for rural revitalization initiated by I-turners. I-turners also have serious concern about infrastructural gaps between rural and urban areas. They also have to handle a few minor challenges at the beginning of their agricultural practices due to lack of farming experiences. Measures must be taken to deal with these challenges if these resourceful I-turners must be sustained in the rural environment.\ [要約]現代日本の農村が直面する根本問題として急速な過疎化と高齢化があり、都会から農村に移住するIターン者は、こうした問題を解決すると期待されている。しなしながら都会から移り住んだ移住民は、慣れない農村部での生活において様々な課題に直面している。本研究では、京都府と奈良県の山間部に移り住んだIターン者を対象として、彼ら自身がこうした課題をどのように認識しているのかを検討した。その結果、Iターン者は以下のような社会的・経済的・文化的諸問題に直面していることが判明した。たとえば農村特有の慣習や社会的義務に否応なしに巻き込まれるという問題、農村の長老的立場にある人々の考え方が保守的で、新しい地域おこし活動などに非協力的であるという問題、などの社会文化的問題があるほか、都会の便利な生活と不便な農村との間のインフラに関するギャップがあることが指摘された。Iターン者はとりわけ教育施設と医療施設が農村部では充実していないことに不安を感じている。また新規移住民が農業をはじめようと考えても、経験がないためなかなかスムーズにいかない、などの問題点があることもわかった。Iターン者は今後の農村振興にとって不可欠な、かけがえのない人材である。彼らを農村につなぎとめておくためにも、行政や地域住民を中心に何らかの具体的な対策をとる必要がある。
