  • Abstract ja 被害状況や対応状況に関する情報を統合管理して，国や自治体等の防災関係機関が，効果的に活動するための情報基盤として，SIP4D（基盤的防災情報流通ネットワーク）の整備が進められている．SIP4Dの活用は，防災基本計画にも明記され，2022 年 3 月現在，約半分の都道府県が SIP4D との連接済もしくは連接のための改修が行われており，今後も連接する自治体が増加する見込みである．その一方で，災害対応の現場における，実動組織（消防機関，警察機関，海上保安部署，自衛隊の各機関）との情報共有は，依然として，印刷物の配布や電話などに依存している．こうした状況を受け，実動組織との災害情報共有の強化に向けて，陸上自衛隊第 5 旅団（帯広）の協力に基づき，自衛隊が SIP4D に直接情報共有できる SIP4D 利活用システムの活用や，ドローン画像によるオルソ画像の提供などについて検討を実施している． 本資料では，実動組織との情報共有の課題を整理した上で，2020 年秋月から 2022 年春にかけての活動について報告する． SIP4D (Shared Information Platform for Disaster management) was developed as an information infrastructure for disaster prevention-related organizations such as the national government and local governments to carry out integrated management of disaster information (damage status, response status, etc.). The use of SIP4D is clearly stated in the national disaster prevention basic plan, and as of March 2022, about half of the prefectures have been connected or are undergoing renovation with SIP4D, and it is expected that the number of local governments connected will increase in the future. On the other hand, information sharing with Activity Agencies (fire department, police, Japan Coast Guard, Self-Defense Forces) in the field of disaster response still depends on distribution of printed matter and telephone. In response to this situation, with the cooperation of the 5th Brigade of the Ground Self-Defense Force (Obihiro City, Hokkaido), we are studying direct information sharing from the Self-Defense Forces to SIP4D and provision of ortho-images using drone images. In this paper, we will summarize the issues of information sharing with production organizations and report on the activities from the fall of 2020 to the spring of 2022.
