  • Abstract en Against the backdrop of rural industrialization, Kaixiangong village, under the small town construction policy advocated by Fei Xiaotong, created many job opportunities through village-level enterprises, and achieved a high employment absorption capacity. However, since the mid-1990s, village enterprises have been gradually replaced by private enterprises due to a business crisis. In this study, we analyzed the development of private enterprises and employment status based on surveys of several private enterprises. One point of focus is migrant workers. In spinneries, migrant workers are only hired when there is a manpower shortage and the number of workers hired under such circumstances is decreasing. On the other hand, the sweater cottage industry has depended on migrant workers from the very beginning, which means this industry could not maintain its business without a continuous supply of migrant workers. Moreover, being considered not only as a solution to solve problems related to agriculture, the rural area and farming, but also as a way to develop the coastal area, solving the issues faced by migrant workers is critical, and it especially plays an important role in developing rural coastal areas.
