  • Abstract en The Central Asian country of Tajikistan gained its independence in 1991 following the collapse of the Soviet Union, but the economic gap between it and its neighboring countries has increased due to civil war and a lack of natural resources. Development has been delayed in the agricultural sector, where there have been many difficulties such as a lag in the rehabilitation of the agricultural infrastructure, the absence of agricultural machineries, and a debt problem in cotton culture. Dehkan farms were created after the collective farms of Soviet era were dismantled, and agrarian organizations such as Association of Defhkan Farmers and Agricultural Production Cooperatives were organized atthe same time. However, farmers still need the collective farming system, due to inadequate laws and the absence of services that support agricultural activities. Agrarian reform has been progressing since 2009 after the problem of cotton debt was resolved, and there is discussion of amending the Law on Dehkan Farms and enacting a Law on Service Cooperatives. In the future, the collective farming system could be reorganized under the new legislation into a system of individual farms. It is assumed that the role of agrarian organizations, which ensure free economic activities, will play a more vital role.
